Launches the CommandHandler, log in the client and load commands/events.
Parameters
- options: LaunchCommandHandlerOptions
  Options for launching the CommandHandler, see CreateCommandHandlerOptions.
Returns Promise<typeof CommandHandler>
- Itself in a promise so that afterward you can chain with other functions.
